Parameters:
q (float vector, size = NDOF) position
qdot_minus (float vector, size = NDOF) velocity just before impact
ContactState (boolean vector, size = NCONTACTS) state of contacts
Returns:
qdot_plus (float vector, size = NDOF) velocity just after impact
